HEX (or Hexagon) is a management game on decision making and resource allocation developed by
Prof. Richard Duke (University of Michigan and Multilogue™ Int., Inc.). Sofos Consultancy has been
licensed to run the game.
The HEX Game was created to simulate the challenge of communication within groups and between
different organisational levels. In addition, it focuses directly on the dilemma of allocating resources
efficiently among and between different groups. The HEX Game was originally developed for UNESCO
in 1975 as a tool for developing governments learning to allocate resources. HEX is still used
extensively throughout the world in many different settings and with many different groups and
organizations where issues of resource allocation and communication are being examined.
The resources required to play the HEX Game are minimal. A conference room large enough to
accommodate twice the number of participants is sufficient. Furniture should be movable. The game
kit contains all the necessary materials. No computer is needed.

The HEX Game requires adult participants. The minimum number of participants is 15, the optimum is
20, and the maximum is 25. Special arrangements could be made to accommodate up to 61
participants.

The players have a role as local settlement authority (12), regional authority (3), national authority (1-
3) or reporter (0-3). Their role is an intellectual one; they have to run their country. Time pressure and
confusion generates stress and corresponding emotions.

A typical session takes four hours (including de-briefing). Preparation of the room takes 0.5 - 1 hour.

The game consists of a briefing, four-five cycles (years) and a de-briefing. Each cycle has six steps:
1. Processing of external events, 2. Internal production, 3. Tax collection, 4. Internal Trade, 5.
External Trade, and 6. End-of-cycle critique.
