E-Government (Electronic Government) means delivering government services via Information &
Communications Technology (ICT). Although government agencies are using computers for decades
and more, application of ICT in their external relations with citizens, enterprises and other government
agencies is relatively new. In addition to the functions of e-business and e-commerce in the public
sector, e-government offers services related to the democratic process like making its organisational
complexity transparent and accountable, publishing documents, involving the citizens in policy-
making and even voting.
In its earlier stage, e-government has been used as an instrument of politics. Governments tried to
stimulate economic development by acting as "launching customer" for the widespread use of ICT in
its external relations. Currently, government agencies consider e-government more and more as
"business as usual". The use of modern ICT, especially the Internet, is becoming an established way
of doing business. The "customers" are being served better and the transaction costs may decrease.
Sofos helps government agencies to build their future with e-government. At the strategical level it
helps formulating scenario's for the near future. At the tactical level, it organises the planning process
of concurrent and possibly conflicting change operations in a changing world and changing ICT-
market.
